  • Plans WESCOM's long-, medium-, and short-term operational needs
  • Manages call-handling and dispatch of all police, fire, and Emergency Medical Dispatch activities through deputy directors
  • Directs, assigns, and is responsible for the activities and performance of all WESCOM employees
  • Enforces all applicable rules and regulations, ordinances, laws, general and special orders, policies, procedures, directives, and Collective Bargaining Agreements
  • Maintains effective working relationships between employees, government officials, and the general public
  • Attends various meetings, seminars, conferences, etc., at the local, county, state, regional, national, and international level
  • Communicates with the WESCOM Board on a regular basis

  • Supervises 911 dispatchers and shift supervisors
  • Assists the Executive Director in establishing and implementing operational goals, policies, and budgets
  • Manages the scheduling process
  • Oversees development of CAD, radio, telephone, data systems, and EMD standards
  • Assists in developing policies, procedures, training programs, and future initiatives
  • Oversees compliance with APCO and NENA standards
  • Identifies new hire and ongoing training and education needs for telecommunicator staffing

  • Acts as WESCOM's FOIA officer
  • Assists with recruiting and hiring employees
  • Maintains confidential files
  • Prepares meeting minutes and meeting agendas
  • Helps employees with health insurance benefits and EAP
  • Manages front office by greeting visitors, scheduling appointments, and maintaining office supplies

Brittany Lough

Comptroller

Administration

  • Develops annual budgets and long-range financial plans with directors
  • Prepares financial statements, variance reports, and presentations for management and committees
  • Oversees accounts payable, accounts receivable, payroll, and general ledger
  • Acts as the liaison between member agencies for ordering radio equipment
  • Submits grant applications and tracks grant-funded expenses
  • Ensures adherence to financial regulations and internal controls, and assists with annual financial audits
  • Reviews and manages purchasing justifications and vendor payments
  • Manages cash flow and investments
  • Assists FOIA officer with recording requests

Frank Blaskey

Quality Assurance Coordinator

Administration

  • Reviews calls for service to ensure compliance with WESCOM and Will County 911 protocols and policies
  • Prepares audio recordings upon request for call critiques, investigations, or training
  • Provides written and in-person feedback regarding call reviews
  • Analyzes data and trends to identify training needs
  • Assists in preparing training materials related to call-taking protocols
  • Represents WESCOM at EMS meetings
  • Coordinates EMD licensing through the Will County 911 Office, EMS system, and IDPH
